Position Title:  Subcontract Sr Administrator
Position Description: Protingent Staffing has an exciting Subcontract Sr Administrator opportunity with our client in Kent, WA.

Job Responsibilities:
  • Ensure program requirements are appropriately prioritized and implemented.
  • Prepare and issue Requests for Proposal, perform cost analysis in support of proposals, and have develop negotiation strategies and lead formal negotiations.
  • Construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business to include continuous improvement initiatives, and identification of opportunities for enhanced efficiencies.
  • Support the overall procurement organization’s strategic direction and ensure corporate strategic objectives are achieved to include delivery of production materials that are on time, within budget and meet technical performance requirements.
  • Oversee subcontractor invoices and payments. Handle SOW subcontractor modifications and resolve disputes.
  • Conduct source selection and apply negotiation strategies for contract terms and conditions, milestones, renewal and termination schedules, end of life cycle management, and supplier performance

Job Qualifications:
  • Bachelor's Degree in Business Administration/Management, Supply Chain Management, Engineering, or related industry experience.
  • Requires 8+ years of experience
  • Experience with SOW Subcontractors, subcontracting, Professional Services and related products/services of varying degrees of technical and contractual complexity.
  • Experience working on services side rather than materials and products side
  • Supplier management & procurement contractual experience
  • Understanding of US Government and non-US Government / Commercial acquisitions
  • Demonstrated knowledge / compliance with the International Traffic in Arms Regulations (ITAR).
  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS).
  • Experience with most Contract Types (Firm-Fixed Price, Time & Material, Cost Plus)
  • Maintain compliant and accurate files and data records.
  • Strong analytical skills, data driven with experience in establishing and tracking program metrics.
  • Interprets and applies company, policies, procedures, work instructions, business standards and U.S. government regulations, i.e., FAR, DFAR, SOX  Compliance.
  • Create and maintain systems and processes to streamline operations.
  • Ensure timely and effective completion of projects and initiatives of the supply chain department.
  • Must have top notch people and communication skills.
  • Knowledge of Engineering Data such as specifications & source control drawings.
  • An eagerness to see opportunities, find solutions, implement plans, and evaluate results critically and expediently.
  • Highly analytical and critical thinker.
  • Maintains passion for solving problems from end-to-end.
  • Proven ability to meet tight deadlines, multi-task, and prioritize workload.
  • Track record of working in an ambiguous environment and ability to define processes that can scale.
  • Adept at working with different systems and making recommendations on improvements for both systems and processes.
  • Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion.

Preferred Qualifications:
  • Certified Supply Chain Professional (CSCP) Certification.

    • Merritt Island, FL & Phoenix, AZ - $63-$76/hr
    • Huntsville, AL  $57-$67/hr
    • Los Angeles, CA:$77-$92/hr
    • Kent, WA - $75-$88/hr
  • ITAR obligations are associated with this role, U.S. citizenship, U.S. legal permanent resident status, or protected person status under 8 U.S.C. § 1324b(a) (1), (3) is required.
